    Garbage Sorting Index Evaluation Report Brief 2022 Q3

    The evaluation results show that among the 39 participating cities, Suzhou, Shanghai, Shenzhen, Nanjing, Qingdao, Guangzhou, Hangzhou, Beijing, Yichang and Haikou are in the top 10; while Wenzhou, Tianjin, Jiujiang, Harbin, Jinan, Wuhan, Changchun, Quanzhou, Shijiazhuang and Tangshan rank in the bottom 10. The overall performance of the newly included cities in the evaluation was average, resulting in the average score of 39 cities in the second quarter being slightly lower than the average score of 30 cities in the first quarter.

    Among the 30 participating cities, cities in East and South China continue to outperform other regional cities in general. The 22 cities that participated in last year's year-end evaluation generally improved their scores in the first quarter of this year, with Suzhou remaining in first place with 93.1 points, Harbin, Jinan, Dongying and Wuhan still scoring below 10 points and ranking at the bottom, and Zhengzhou moving up more in the ranking. Among the 8 new cities included in the evaluation, 4 key cities are generally located in the upper middle level, Shanghai is ranked second, 4 non-key cities started late in the development of policies and regulations, community waste classification and implementation of waste classification collection and transportation system still has a large gap, the score is behind.

    Highlights of Beijing Plastic Pollution Control Action Plan

    The Institute of Public and Environmental Affairs (IPE) continues to focus on plastics governance process, promoting plastic reduction and plastic recycling mechanisms through projects such as Green Supply Chain and Waste Sorting Map. Recently invited by Beijing News Radio program "News Daily Talk” ("XinWenTianTianTan"), IPE Director Ma Jun explained about source reduction of single-use plastic products mentioned in the "Beijing Action Plan for Plastic Pollution Control 2022”, plastic treatment of e-commerce express package, plastic waste recycling model and biodegradable plastic alternatives.

    Water Environment Index Report (2021 Q4)

    Since 2016, IPE has been collecting water quality data released by governments across China, organizing and classifying them, and displaying them on the Blue Map website and app. IPE developed the City Water Environment Index (CWEI) in 2019, which compares surface water conditions in different cities across China. On the World Water Day of 2022, Blue Map launches its fourth quarterly report for CWEI evaluation for 2021. This report compares the surface water quality in 361 cities across the country in the fourth quarter of 2022, as well as changes in water quality over the eight quarters since 2020.

    Water Environment Index Report (2021 Q3)

    Since 2016, IPE has been collecting water quality data released by governments across China, organizing and classifying them, and displaying them on the Blue Map website and app. IPE developed the City Water Environment Index (CWEI) in 2019, which compares surface water conditions in different cities across China. Starting from this issue, IPE will publish quarterly reports on the CWEI on a regular basis. The first report will be for the third quarter of 2021.

    2021 Garbage Soring Index (GSI) Report

    The Garbage Sorting Index (GSI) was designed by IPE based on the Snapshot questionnaire to quantify the actual situation of waste sorting in cities, districts (cities) and residential communities at the prefecture level and above in four dimensions: performance of community garbage sorting, community garbage sorting management measures, garbage sorting and transportation, and urban domestic garbage management system. This report uses the Snapshot data as of October 31, 2021 to calculate the community Garbage Sorting Index in the main urban areas of 22 key cities. The evaluation results show that the Yangtze River Delta is the overall leader, following Shanghai's first implementation of garbage classification in China, Suzhou City has built a proven management model and is far ahead with a total score of 86.2, and Nanjing City also ranks third with a score of 52.6; ranking second and fourth are Shenzhen (53.5 points) and Beijing (37.9 points). Tianjin, Xi'an and Zhengzhou ranked next.

    It is urgent to establish Standard Model for Community Garbage Sorting is in Dire Need

    In May 2020, IPE and the Vanke Foundation jointly developed a garbage map, and jointly launched the "Snapshot Lightens Up Neighborhood Garbage Sorting" campaign under the guidance of the China Forum of Environmental Journalists. Since June 2020, a total of 1,400 neighborhoods in 157 cities have been photographed for garbage sorting. Through online and offline research in these communities, as well as analysis and summary of international and domestic experience, we have extracted the core modules needed to ensure community waste separation mechanisms. On the basis of the two research reports, IPE and the Vanke Foundation also wrote the "Suggestions for Regulations on Domestic Waste Management".
