Since March 2022, a number of environmental NGOs, including the Center for Legal Assistance to Pollution Victims of Chinese University of Political Science and Law, IPE, Lvse Jiangnan, Air Man, Green Taihang, Nanchang Qinggan, and Wuhu Ecology Center, have jointly focused on the disclosure of the list of enterprises for mandatory environmental information disclosure released by ecological and environmental departments across the country.

The Measures for the Administration of Mandatory Disclosure of Enterprise Environmental Information is an important step towards the establishment of a solid system for enterprise environmental information. IPE recommends listed companies, bond-issuing enterprises, key emission units, enterprises with mandatory cleaner production audits, as well as brands and investors whose suppliers/investees are required to disclose environmental information pay high attention to the new Measures, undertake their responsibilities with the help of digital solutions, and improve their environmental performance.

The?Measures for the Administration of Legal Disclosure of Enterprise Environmental Information (the “Measures”) and the Format Guidelines for Legal Disclosure of Enterprise Environmental Information (the “Format Guidelines”) issued by the Ministry of Ecology and Environment in December 2021 came into effect on February 8, 2022. The release of the two documents provides a policy basis and support for enterprise carbon disclosure in China. Blue Map’s recently launched "Listed Company Carbon Disclosure" section showcases A-share and Hong Kong-listed companies that have taken the lead in carbon disclosure.

China is now in a period of deepening reform and opening up, and the country's socio-economic development and people's living standards are rising rapidly, while 40 years of large-scale industrialization and urbanization have brought serious ecological and environmental challenges. Along with the rapid progress of IT technology and the development of smart city theory, the concept of smart environmental protection, which significantly improves the efficiency of ecological and environmental management through digitalization, and information technology, will strongly promote the construction of an ecological civilization.

Since the first PITI report was published in 2009, we have evaluated China's pollution source information disclosure for ten years. Throughout the ten years of continuous data collection and evaluation, we are fortunate to witness the historic progress of China's environmental information disclosure.

On December 25, the 2018 Pollution Information Transparency Index was released in Beijing, indicating that China’s environmental supervision information disclosure continued to expand during the 2017-2018 year. Daily regulatory information disclosure by leading cities is becoming more normalized, but to achieve pollution response targets, more areas must pursue follow up actions.

The results of the 2016-2017 Pollution Information Transparency Index (PITI) assessment of 120 cities were released in Beijing on September 7, 2017, showing that over a span of ten years, environmental information disclosure in China has achieved historical progress, but enterprise information disclosure still exhibits clear shortcomings.
