China Provincial Carbon Peak & Carbon Neutrality Index（2022–2024）Evaluation Report reveals that, amid complex challenges from multiple pressures, China’s green and low-carbon transition has demonstrated strong resilience. Major provinces and cities accelerated energy transformation and electrification, while central and eastern regions witnessed vigorous growth in emerging industries. Meanwhile, the report identifies challenges including increasing grid integration pressure for wind and solar power, cumulative ecological impacts requiring attention, urgent decarbonization needs for energy-intensive industries, and unresolved accountability for emissions from energy bases. Policy recommendations are accordingly proposed.

Chinese Province Carbon Peak & Carbon Neutrality Index Summary Report(2021-2022) aims to identify the advantages, priorities, difficulties and potentials of "dual carbon" management in each province, municipality and autonomous region by scientifically evaluating the "dual carbon" situation, and promoting the efforts of each province and municipality to find the right solution based on their environmental resource endowment, their own industrial structure and socio-economic development stage. The report hence helps provinces and municipalities to identify their own position in the "national chessboard" and promote the synergy between dual carbon action and economic development.
