In the second quarter of 2023, among 361 cities (including provincial-level counties), 231 cities (64.0%) were rated as "good" on the water environment index, while 98 cities (27.1%) were rated as "average". The remaining 32 cities (8.9%) were rated as "poor" or "very poor". Compared to the same period in 2022, water quality slightly improved in the second quarter of 2023. However, when compared to the first quarter of 2023, there was a slight decline in water quality.

City Water Environment Index Evaluation Report 2021 Q4
Since 2016, IPE has been collecting water quality data released by governments across China, organizing and classifying them, and displaying them on the Blue Map website and app. IPE developed the City Water Environment Index (CWEI) in 2019, which compares surface water conditions in different cities across China. On the World Water Day of 2022, Blue Map launches its fourth quarterly report for CWEI evaluation for 2021. This report compares the surface water quality in 361 cities across the country in the fourth quarter of 2022, as well as changes in water quality over the eight quarters since 2020.
