According to the evaluation results of the fourth-phase of the Chinese City Carbon Peak and Carbon Neutrality Index, the overall index for cities this year has shown a positive trend of "stabilizing after a decline." Beijing retained its top position, continuing to lead in both climate ambition and low-carbon status. Chengdu, Shanghai, Ningbo, Kunming, Zhuzhou, Tianjin, Guangzhou, Jilin, and Xining rounded out the Top 10, demonstrating the transformation resilience of leading cities amidst complex environments.

For shipper companies, logistics activities are often one of the emission hotspots in the corporate value chain. To guide shipper companies in focusing on and reducing carbon emissions in logistics, the Institute of Public and Environmental Affairs (IPE), with support from the International Council on Clean Transportation (ICCT), developed the "Shipper Company Green Logistics CATI Index" in 2025 and conducted assessments of 50 leading Chinese and international companies recognized for their performance in climate action.

On the 10th anniversary of the Paris Agreement, the Chinese Research Academy of Environmental Sciences (CRAES) and the Institute of Public and Environmental Affairs (IPE) jointly released the report "Anchor of Stability: China's Role in Global Governance amid a Shifting World" at the COP30 United Nations Climate Change Conference. The report notes that at a critical juncture when climate change is intensifying and global climate governance is facing severe challenges, China has firmly implemented its "dual carbon" goals, pragmatically advanced the green transformation of its economy and society, and has become the essential "anchor" and key "driving force" in maintaining the stability of the global climate governance system.

At the 10th anniversary of the Paris Agreement, we have witnessed tangible progress from the joint efforts of the international community. The rapid growth of global emissions has been curbed to some extent, and the likelihood of catastrophic warming scenarios has been reduced. Nevertheless, the global climate situation remains severe, with extreme weather events occurring with increasing frequency. At this critical moment of heightened uncertainty in global climate governance, we believe that the decarbonization of global industrial and supply chains is more important than ever. In 2025, the Institute of Public & Environmental Affairs (IPE) once again conducted a quantitative evaluation of the climate actions of 800 Chinese and international companies across 23 industries. The evaluation covered five key dimensions—governance mechanisms, measurement and disclosure, carbon target setting, performance towards targets, and emission reduction actions—with the goal of identifying and promoting best practices to encourage global supply chains to accelerate their low-carbon transformation.
