In July 2025, the Institute of Public and Environmental Affairs (IPE) and the Green Jiangnan co-released the "Photovoltaic Enterprise Environment and Low-Carbon Evaluation Report 2025". The report revealed that leading enterprises such as LONGi, Jinko Solar, and Tongwei are actively advancing low-carbon transformation. While environmental information disclosure in the photovoltaic industry has improved and the use of green electricity has grown significantly, carbon emissions in the sector continue to rise. The report recommends that leading companies strengthen decarbonization across their industrial chains to make greater contributions to energy transition both in China and globally.

China Provincial Carbon Peak & Carbon Neutrality Index（2022–2024）Evaluation Report reveals that, amid complex challenges from multiple pressures, China’s green and low-carbon transition has demonstrated strong resilience. Major provinces and cities accelerated energy transformation and electrification, while central and eastern regions witnessed vigorous growth in emerging industries. Meanwhile, the report identifies challenges including increasing grid integration pressure for wind and solar power, cumulative ecological impacts requiring attention, urgent decarbonization needs for energy-intensive industries, and unresolved accountability for emissions from energy bases. Policy recommendations are accordingly proposed.

The third-phase report of the Chinese City Carbon Peak and Carbon Neutrality Index systematically evaluates the progress of 110 key cities toward their "Dual Carbon" action across three dimensions: climate ambition, low-carbon status, and emission trends. Beijing claimed the top spot with outstanding performance in climate ambition and low-carbon status, followed by Chengdu, Ningbo, and Shenzhen ranking second to fourth respectively. Cities including Kunming, Shanghai, and Guangzhou also secured positions in the top ten.

To continuously track China's progress in addressing climate change, following the release of the report China's Pragmatic Actions to Address Global Climate Change at the COP28 conference in Dubai, the Chinese Research Academy of Environmental Sciences (CRAES) and the Institute of Public and Environmental Affairs (IPE) have once again joined forces. They have reviewed the important climate policies formulated and released by China in recent years and compiled 57 exemplary practices involving multi-stakeholder participation from the government, enterprises, and the public in addressing climate change. These practices summarize China's experiences in green transformation and achievements in low-carbon technology from ten aspects, supporting the nation’s dual carbon actions and high-quality development, while also providing valuable insights and references for other developing countries globally.

In regions of China with abundant renewable energy resources, companies can reduce their product carbon footprints (PCF) by purchasing green certificates (GEC) or green electricity. How should companies accurately account for their PCF if they purchase domestic/international green certificates or procure green electricity?

Focusing on the Voluntary Carbon Market (VCM), this report examines its role within the context of global climate action—a role that attracts considerable interest but also faces significant hurdles. The report starts by outlining the fundamental concepts of the VCM before analyzing its current challenges, including demand volatility, project quality concerns, and a deficit of trust. It also discusses the transformative impact of collaborative initiatives [or "the Symbiotic Alliance"]. Looking ahead, the report explores the market's future prospects under various potential frameworks, stressing that cooperation among all parties is crucial for the VCM to make a more substantial contribution to global decarbonization efforts.

The "Self-Regulatory Guidelines for Listed Companies – Preparation of Sustainability Reports (Draft for Comments)", as a supporting document to the "Self-Regulatory Rules for Listed Companies – Sustainability Reporting (Trial)", aims to guide China's A-share listed companies in enhancing their sustainability disclosure capabilities, improving the standardization of sustainability report preparation, and strengthening the completeness and relevance of sustainability-related information. The Rules and the Guidelines mark a new phase in sustainability information disclosure in China's capital market. However, IPE's comparative analysis reveals that there are still significant differences between these requirements and mainstream international ESG disclosure standards. This discrepancy may lead to duplicate disclosures and impose additional costs.
